The next concept that will be discussed using a Chinese case study that responds to Indonesia's question about the alleged harassment of Xinjiang Muslims is the concept of new diplomacy. To put it simply, this concept is a transition from old diplomacy. The diplomatic mission was originally an ad hoc mission then became a resident mission. This is reflected in the practice of diplomacy conducted by China to Indonesia in the case of Uighur Muslims, vis-a-vis. It was proven by a group of masses from the Indonesian people who held a demonstration in front of the Chinese Embassy in Jakarta to pressure the Chinese government to stop the alleged persecution of Uighur Muslims. [1] With the existence of a diplomatic mission the resident mission makes it easy to convey the aspirations of the Indonesian people towards the Uighur Muslim case.
New diplomacy is also synonymous with problems that are closer to the community. Thus, the practice of diplomacy which was originally only carried out by the government expanded into the society. In the case of Uighur Muslims, the problem of diplomacy is not only carried out by the government. As mentioned earlier about the demonstrations carried out by some Indonesian people, and also the two largest Islamic community organizations in Indonesia namely Nahdlatul Ulama ’and Muhammadiyah who refuse to remain silent about the Uighur Muslim case. [2] Chairman of PP Muhammadiyah, Haedar Nashir and General Secretary of PP Muhammadiyah, Abdul Mu'ti stated in his press that the Chinese government can stop human rights violations, especially to the Uighurs on any pretext. [3] The solution of the Uighur Muslim problem can be done by intermediaries in Indonesian society, because of a sense of tolerance towards fellow Muslim identities.
The thing that highlights the next new diplomacy is the practice of diplomacy can occur at any time and by anyone. New diplomacy considers that the third world no longer underestimates its role. In addition, the new diplomacy also experienced a shift in issues, the main focus of which at the beginning was that high politics became low politics. Overall, the concept of new diplomacy is illustrated in the case of Uighur Muslims, in which diplomacy actors are not only from the government but also from the community. Indonesia as the third world also has a voice in opposing human rights violations committed by the Chinese government against Uighur Muslims. The most prominent is in terms of shifting issues, which is the case of Muslim Uighurs having the realm of low politics that raises the issue of human security. The true Uighur Muslim case can be resolved by bringing up the central issue of human security. Various international human rights activist organizations in Indonesia, such as Amnesty International Indonesia, voiced their support for Muslim Uighurs. According to Amnesty International Indonesia's researcher, Papang Hidayat stated that Amnesty International Indonesia would urge the Indonesian government to take the same attitude as the Palestinian and Rohingya cases. The reason is because there are various systematic human rights violations against Uighur Muslims. [4]
