CASE STUDY: IMPLEMENTATION OF THE POST-CONFLICT AGENDA FROM THE EVENTS OF THE SERBIA/KOSOVO WAR 1998-1999
CASE STUDY
On November 5, 2020, it was quoted from the website of the non-governmental organization "Amnesty International" that the Serbia/Kosovo war crimes and crimes against humanity in 1998-1999 were confirmed by the Office of the Special Prosecutor based in The Hague as the perpetrators of the incident. Among the confirmed perpetrators were Kosovo President Hashim Thaçi and three other Kosovo Liberation Army (KLA) commanders. Some of the treatments alleged by the perpetrator were involvement in arbitrary arrests, enforced disappearances, torture and ill-treatment of prisoners, and murder of opponents. Thus, the victims affected by war crimes and crimes against humanity can claim their rights. Perpetrators of crimes are also required to meet the needs expected of victims who are affected. It can be seen that the number of victims affected was around one hundred people who were killed from various identities, such as Serbs, Roma, and ethnic Kosovo Albanians, including their political opponents. The next step that needs to be taken by the Serbian/Kosovo government and the perpetrators of crimes is to implement a post-conflict agenda, in which these activities can foster good relations between conflict-affected parties from war crimes and crimes against humanity. In addition, there are various kinds of special treatment in the post-conflict agenda carried out after the conflict has been agreed upon to achieve peace or the perpetrators of the crime have been legally confirmed. The following will describe the theoretical synthesis of the post-conflict agenda implementation in the Serbia/Kosovo war in 1998-1999.
